MooCow Productions is a Minority and Woman-Owned Small Business based in Oakland. This video production creative agency specializes in quality commercials, promos, training videos, PSAs, educational, promotional, flyer/logo design, and social media marketing tools to both government and private agencies. MooCow Production takes a high quality professional approach to all their projects, aiming to engage, captivate and educate their clients’ target audience through the power of video. Tiffany Cowan started developing the business part time in 2018, working with subcontractors to increase her reach.

CHALLENGES

Seeking to expand her business in 2019, Tiffany attended a few training opportunities on the topic of government contracting for women and minorities, where she was introduced to Norcal PTAC’s government contracting assistance services. Looking to get a better understanding of the government marketplace, Tiffany applied for services to receive expert guidance on the government procurement process, where to find opportunities, and how to craft winning proposals as well as following up with a contracting officer.

ACTIONS

After discussing the goals, capacity, and potential of the company to succeed in government contracting, the Norcal PTAC Procurement Specialist, assigned to Tiffany, provided her with resources to compile a well written statement of capabilities, a list of government business certifications, and links to government procurement portals. The Specialist set up a BidMatch profile for the company, and identified other marketing opportunities and contacts for Tiffany to follow up with. When a fitting solicitation came up, Tiffany sought out the Specialist’s assistance navigating the proposal’s paperwork requirements and communication. The Specialist participated in a three-way call with the client and a Prime contractor, analyzed lost bids, and reviewed awarded contracts.

 RESULTS

Since Tiffany first contacted Norcal PTAC, she has completed multiple agency registrations and business certifications, and has been submitting many proposals. In late 2019, she was awarded her first contract of $1,500 with the California Department of Public Health. With Norcal PTAC’s support, she also landed a $200,000 on‐call video production services contract with Golden Gate Bridge and Highway District in 2020.
