The summit’s purpose is to introduce small businesses, elected officials, and other interested parties to the Bipartisan Infrastructure Law. We will provide an overview and explain the infrastructure opportunities that arise from this legislation. To ensure comprehensive coverage, representatives from various infrastructure modalities at the state, federal, and municipal levels will be present, offering detailed information about the upcoming business and grant opportunities.

Edward Duarte is the founder and retired CEO of Aztec Consultants; a San Ramon-based professional construction management company and general contracting firm. Founded in 1986, Aztec specializes in public works, commercial and institutional construction projects. Under his leadership, the company provided construction management services on over $250 million of public works contracts and built over $200 million as the General Contractor of Record, subcontracting with numerous DBEs and other minority-owned businesses. Duarte is also the co-founder, Program Director, and a principal instructor for the Construction Management Certificate Program at Cal State East Bay.

The Office of Small and Disadvantaged Business Utilization (OSDBU) established the Small Business Transportation Resource Centers (SBTRCs) through a network of grantees across the country. The SBTRCs work closely with the transportation contracting community and other technical assistance providers to serve small disadvantaged transportation businesses. The Southwest SBTRC serves the states of Arizona, California, Hawaii, and Nevada.
