In this webinar, a panel of Federal Agencies in Northern California will provide an overview of their agencies, what they buy, where they solicit, their agencies small business spending goals and achievements, where to find each agency’s procurement forecast of opportunities and agency specific programs (i.e. VA’s Vet’s First Program, etc.)

Bureau of Reclamation California-Great Basin
The California-Great Basin Region is one of five Reclamation regions across the nation’s 17 western states. It encompasses two-thirds of California, the Klamath Basin, and most of Nevada. The California-Great Basin Region manages one of the nation’s largest and best known water projects—the Central Valley Project—as well as Oregon’s Klamath Project; Nevada’s Newlands, Humboldt, Washoe, and Truckee projects; and Central California’s Cachuma, Orland, Santa Maria, Solano, and Ventura River projects.
Defense Microelectronics Activity (DMEA)
The Defense Microelectronics Activity (DMEA) is a Center for Industrial Technical Excellence (CITE). Microelectronics is a critical mission area enabling many of key weapons systems for the Department of Defense. DMEA as a CITE allows greater utilization of its unique capability to support small runs of DoD-critical microelectronics and semiconductors both inside and outside DoD. The CITE designation also allows the use of Public-Private Partnerships (PPP). PPP provides excellent opportunities to promote partnering agreements between depots/arsenals and private industry.
U.S. General Services Administration (GSA)
GSA provides workplaces by constructing, managing, and preserving government buildings and by leasing and managing commercial real estate. GSA’s acquisition solutions offer private sector professional services, equipment, supplies, and IT to government organizations and the military. GSA also promotes management best practices and efficient government operations through the development of governmentwide policies.
NASA Office of Small Business Programs
NASA’s Office of Small Business Programs primary mission since its inception has been to increase the representation of small businesses in NASA’s contracting efforts. Our efforts encompass all federally recognized socio-economic small business categories and we work hard to make sure each type of business gets a fair chance to work with NASA.
Small Businesses are the backbone of the American economy and play a very critical role in propelling our nation forward into a new space age. Small Businesses not only support science and technology tasks across a wide range of disciplines, but many also provide critical program management functions that keep our projects within budget and on schedule.
U.S. Small Business Administration – Sacramento District (SBA)
The United States Small Business Administration is an independent agency of the United States government that provides support to entrepreneurs and small businesses. The Sacramento District provides help with SBA services including funding programs, counseling, federal contracting certifications, and disaster recovery. We can also connect you to our partner organizations, lenders, and other community groups that help small businesses succeed.
U.S. Department of Veterans Affairs (VA)
The United States Department of Veterans Affairs is a Cabinet-level executive branch department of the federal government charged with providing lifelong healthcare services to eligible military veterans at the 170 VA medical centers and outpatient clinics located throughout the country
Travis Airforce Base
Travis Air Force Base is a United States Air Force Base under the operational control of the Air Mobility Command, located three miles east of the central business district of the city of Fairfield, in Solano County, California, United States.
U.S. Army Corps of Engineers – Sacramento District
The Sacramento District of the U.S. Army Corps of Engineers was formed on October 7, 1929 with the initial mission to improve flood control and navigation in the Sacramento and San Joaquin valleys.
During World War II, the district grew from 600 to more than 2,200 staff with a new focus on military support and construction. Then in 1968, territory was transferred from the Los Angeles District, growing the district’s area of responsibility by 63 percent to include more than 2 million acres and 300,000 miles of waterways.

James Forrest has been working with non-profit educational institutions since 2012, in roles ranging from Academic Tutor to Executive Administrative Assistant. He holds a BA from UC Santa Cruz and a MA from the University of Copenhagen, both in Philosophy. In 2019 his love of helping people and problem-solving brought him to his role at Norcal APEX Accelerator, where he now serves as a Procurement Specialist. He is enthusiastic about helping small businesses compete for government contracts, in order to bring their tax dollars back into their communities.
